London Borough of Barnet Care Act Implementation & Workforce Model
Description
The second phase of Care Act changes are likely to lead to a significant increase in demand for assessment (and subsequent processing) of self-funders registering for a Care Account. The London Borough of Barnet has developed a demand model that suggests a number of scenarios of how significant this could be and now needs to clearly identify the optimal approach to service this demand.

Rather than look at the approach and workforce model for this new demand in isolation, the council wants to look at all of the assessment, support planning and review activity to determine the right approach to meeting this demand and the workforce mix needed to achieve this. This will include assessment & review of both eligible needs (including carers) and the financial circumstances of the individual.

Business process options analysis should include (but not be restricted to) home visits, telephone assessments, clinics, self-assessment and technology-enabled options.

The workforce to be considered will include social workers, occupational therapists, assessment and enablement officers, financial assessment team and business support. The Council also has a contract with the Barnet Centre for Independent Living for support planning and the options analysis should consider the potential role of third parties
